If it is determined that a research award may involve export controlled information, OSR will send the Principal Investigator a Briefing on the Handling of Export-Controlled Information and a Checklist for Export Control for completion and signature.  This includes existing award modifications when funds are being added (e.g., second-year funding from the Sponsor or a contract renewal) and no-cost extensions of 6 months or longer.

Read the Briefing on the Handling of Export-Controlled Information, and complete and sign Part II of the Checklist for Export Control indicating you have read and understand the Briefing. Upon submission of the form, your Grant and Contract Specialist will determine if an Export Control Plan (ECP) or a license is required for the project. NOTE: If a license is required, the foreign national may not begin work on the project's controlled technology until the license is in place.

Subcontracts from UT Tyler to external institutions do not need the form, nor do routings for tuition/scholarship funds, student practicum agreements/payments, re-budgeting, or conferences.

Each project subject to export controls must have an ECP in place that outlines the procedures to be taken to handle and safeguard the Export-Controlled Information. The PI must ensure each person working on the project has read and understands the Briefing on the Handling of Export Controlled Information and has read and understands the ECP. Project personnel must sign the Export Control Plan Certification before they can begin work on the project. Return the signed Export Control Plan Certification to the Grant Services Manager at the OSR.
