Basin
Historically Underutilized Business (HUB) Program
It is the policy of The University of Texas System to promote
full and equal opportunity for all businesses to provide materials,
supplies, and equipment, as well as construction, professional
and other services needed to support the mission and operations
of the University of Texas System and The University of Texas
of the Permian Basin. The University of Texas System and The
University of Texas of the Permian Basin commit to a good
faith effort to increase purchases from and contract awards
to Historically Underutilized Business (HUB) firms consistent
with Texas’ goals for HUB participation and overall economic
development and prosperity.
The University of Texas of the Permian Basin has established
a HUB Program which provides the following:
- Designated HUB Coordinator;
- Staff Coordinating Group which provides expertise within
the organization to implement the HUB Program;
- HUB outreach program designed to create and maintain
linkages with existing HUBs, as well as recruit new HUBs;
- Monthly internal reporting of HUB utilization; and
- Annual and semi-annual reports to the UT System regarding
HUB utilization.
The HUB Program will be operated in accordance with the State
of Texas General Services Commission (GSC) Rules 111.11 through
111.28, as well as The University of Texas System "Business
Procedures Memorandum #58-06-00," with regard to all HUB contracting
and sub-contracting, as well as community outreach activities.

The HUB Coordinator is responsible for all aspects of the
HUB Program, and reports directly to the President.
Staff Coordinating Group:
The Staff Coordinating Group provides functional staff expertise
to the HUB Coordinator and the University, assisting with
training and HUB Program implementation. Members provide expertise
in procurement, accounting, information services, and HUB
program development.
Internal Education:
The HUB Coordinator, with assistance from the Staff Coordinating
Group, will provide appropriate HUB Program training within
the University. Training activities will include presentations
to the Business Affairs Directors, Deans and Department Chairs,
and Faculty (via Faculty Retreat and New Faculty Orientation).
Community Outreach
The HUB Coordinator, with assistance from the Staff Coordinating
Group, will perform outreach activities to ensure community
awareness of the HUB Program. These activities will include:
- Networking with area Chambers of Commerce and other business
organizations, and providing HUB Program information to members;
- Networking with minority organizations, and providing
HUB Program information to members;
- Providing forums for current contractors and potential
contractors, to explain the HUB Program and seek additional
HUB contractors;
- Meeting with HUB certified firms to encourage contracting
and sub-contracting activities;
- Seeking out and meeting with firms who qualify as HUBs,
to encourage HUB certification; and
- Facilitating mentor-protégé relationships between experienced
or "graduated" HUBs and new HUB firms.
