Dr. William (Bill) Forrest Harlow has served at UTPB since 2008. He came to UTPB as Assistant Professor of Communication and Basic Course Director for the Communication Program. From 2009-2013, he also led the COMM program. In 2011, he earned the University of Texas System Regents Outstanding Teaching Award, and in 2012 he was promoted to Associate Professor of Communication and Dean of Undergraduate Success. In 2017 he was promoted to Professor of Communication, and he continues to serve as Dean. Prior to coming to UTPB, Dr. Harlow served as the Diplomatic Secretary of the U.S. Section of the International Boundary and Water Commission in El Paso from 2007-2008. He served as a Foreign Service Officer with the U.S. State Department from 2003-2007, including postings in Mexico City and Abuja, Nigeria. Dr. Harlow also served as Assistant Professor of Communication Studies at Texas Tech in 2002-2003, and he earned his Ph.D. in Speech Communication from Texas A&M in 2002. In his spare time, Dr. Harlow enjoys cooking. He also coaches a youth baseball team.
