The University of Texas Permian Basin has named James “Matt” Mull as its new Chief of Police. He will officially begin his new role on October 5, 2026.

Mull brings more than three decades of law enforcement experience, with a background in public safety, risk management, security, and law enforcement operations.

“The safety and well-being of our campus community is always a top priority,” said UTPB President Dr. Sandra Woodley. “With more than 30 years of law enforcement experience, Chief Mull brings valuable knowledge and leadership to UTPB, and we look forward to having him serve our students, faculty, and staff.”

Mull joins UTPB from Diamondback Energy, where he has served as Corporate Security Coordinator since 2024. Before that, he spent 29 years with the Texas Department of Public Safety, working in a variety of roles and eventually serving as a Major in the Criminal Investigations Division.

Mull began his law enforcement career in 1992 with the Texas Tech University Police Department, where he served as a police officer and supported campus public safety and event security operations.

“I’m honored to join UT Permian Basin and serve the students, faculty, and staff who make this university such a special place,” said Chief Mull. “My goal is to build on the strong work already happening here and be a resource for our campus community. I’m looking forward to getting to know the UTPB community and working together.”

He holds an Associate of Applied Science in Law Enforcement from South Plains College and is a graduate of the FBI National Academy. He also holds a Master Peace Officer Certificate and TCOLE Instructor Certificate.
