A UTPB faculty member was recognized internationally for research advancing public administration education across the Middle East and North Africa.
The University of Texas Permian Basin is celebrating a major academic achievement. Faculty member Dr. Imane Hijal-Moghrabi has received the 2025 Journal of Public Affairs Education (JPAE) Spotlight Paper Award from the Network of Schools of Public Policy, Affairs, and Administration (NASPAA).

Dr. Hijal-Moghrabi co-authored the paper “The Current State of Public Administration Education in the MENA Region,” which explores how graduate programs in the Middle East and North Africa are shaping the next generation of public service leaders.

NASPAA serves as the international accrediting body for public policy and administration programs, with JPAE being the organization’s official academic journal.

“The award carries no monetary value but holds intellectual significance as it acknowledges scholarship that broadens the discourse on public administration education beyond the Western context and advances a more inclusive understanding of the field,” Dr. Hijal-Moghrabi said.

The article presents the first regional analysis of Master of Public Administration programs across ten Middle Eastern and North African countries. It examines how these programs have developed, how their curricula align with NASPAA’s global standards, and how they respond to regional needs and challenges.
